2012年以来,杭州市上城区在原有110社会应急联动工作基础上,全面开展基于“平安365”理念的社会服务管理网格化工作体系,及时有效处置群众在生产生活中遇到的急、难、险、灾事件,有效提升服务民生、维护社会稳定的能力。两年的探索实践,“平安365”已成为创新实践社会化管理服务的“上城模式”。作为杭州市中心城区,随着上城区人均GDP超过3万美元,人均可支配收入接近1万美元以后,市民期待社会管理更主动、精细、到位,期待公共服务更全面、均等、贴心,期待生活品质更好、更高、更优。“后小康时代”的民生服务应该怎么做?
