建设市场经济体制、建立民主政体、构建社会主义和谐社会是我国现代化建设的基本任务。现代化建设仅有完善的制度与体制是不够的,它需要高素质的人来运行,人的素质问题就成为现代化建设的焦点问题。我国要构建一个健康成熟的公民社会,仅仅从市场、国家和社会三者之间的关系入手是不够的,还必须关注公民社会的主体及其资格。它需要公民有较高的素养,而在现代社会生活中,人的素质的核心就是公民资格。近年来公民资格与公民精神对于国家和社会生活的作用,日益引起人们广泛而充分的重视。
Building a market economic system, establishing a democratic political system and building a harmonious socialist society are the basic tasks of our country’s modernization.
