“两权分离”理论是我国企业改革的理论依据。它要求不改变国营企业的全民所有制性质,同时又要求把经营权交给企业,规定了国营企业所有权属于国家,经营权属于企业的格局。“两权分离”理论比起传统的两权合一的理论是一个巨大进步,对我国进一步搞活企业,深化改革将起着重要的作用。但是仅仅依靠这个理论,仍难以使国营企业真正具有活力。
The theory of “two powers separation” is the theoretical basis for enterprise reform in our country. It requires not changing the nature of state ownership by state-owned enterprises. At the same time, it requires that the right of operation be passed on to the enterprise, and that the ownership of state-owned enterprises belongs to the country and the right to operate belongs to the enterprise. The “two rights separation” theory is a huge improvement over the traditional theory of two rights combined. It will play an important role in further invigorating the enterprise and deepening the reform in our country. However, relying solely on this theory, it is still difficult to make the state-owned enterprises truly viable.
