开发和利用课程资源是基础教育课程改革提出的一个新理念。《基础教育课程改革纲要(试行)》要求: “积极开发并合理利用校内外各种课程资源。学校应充分发挥图书馆、实验室、专用教室及各类教学设施和实践基地的作用;广泛利用校外的图书馆、博物馆、展览馆、科技馆、工厂、农村、部队和科研院所等各种社会资源以及丰富的自然资源;积极利用并开发信息化课程资源。
The development and utilization of curriculum resources is a new idea put forward by the reform of basic education curriculum. Basic Education Curriculum Reform (Trial) requires: "To actively develop and rational use of a variety of curriculum resources within and outside the school. Schools should give full play to the role of libraries, laboratories, special classrooms and various types of teaching facilities and practice base; extensive use of Extracurricular libraries, museums, exhibition halls, science and technology museums, factories, rural areas, military and research institutes and other social resources and rich natural resources; actively use and develop information curriculum resources.
