专业技术人才是我国人才队伍中数量最大、专业水平最高和创新能力最强的一支队伍,是整个人才队伍的骨干和中坚力量,也是推动我国科技创新和发展方式转变的关键因素。最近5年来,我国专业技术人才队伍建设工作取得了显著成绩,队伍规模日益壮大,政策措施趋于完善,管理服务不断创新,整体素质稳步提高,在推动创新型国家建设,服务经济社会发展等方面发挥了积极而重要的作用。经过多年努力,我国专业技术人才总量已达5550多万人,占我国人才队伍总数的45.6%,高、中、初级专业技术人才比例达到11:36:53,大专以上学历占到68.6%,结构不断优化。特别是最近5年来,全国新增专业技术人才860万人,博士后研究人员近6万人,留学回国人员105.57万人,取得专业技术职业资格人员945.15
