任何国家的经济发展和国防建设都要有其一定的模式,并在经济要素的弹性约束下,按照客观规律的要求,不断完善和进步。目前,调整好国防经济和国民经济的比例关系,使二者兼容发展,形成军民兼容的发展模式,是实现经济发展总目标和国防现代化的重要内涵之一。军民兼容就是把国防系统中的人、财、物、技术、信息的有序流向纳入到整个国家大系统的循环中,使之有机地结合起来,在动态中互相促进,互相转化。一方面为国防建设提供物质基础:另一方面促进国家经济建设,让军用高技术,军品贸易等成为经济发展的倍增器,从而形成国防建设和国民经济的良性循环.
