目前我国正处于突发公共事件高发时期,各种自然灾害、事故灾难、公共卫生事件、社会安全事件等突发公共事件越来越频繁地刺激着公众的神经。未来很长一段时间内,我国都将面临突发公共事件所带来的严峻考验。建立健全处理各种突发公共事件的应急管理机制,提高政府应对公共危机的能力,成为构建社会主义和谐社会的一大课题。去年底我国已完成了突发公共事件应急预案的编制工作,今年1月8日国务院发布了《国家突发公共事件总体应急预案》,目前正在加紧建设全国性的城市应急联动系统。究竟如何建立和完善突发公共事件的应急管理机制?哈尔滨停水事件对我们进行这一机制建设有何启示?我们特采访了广西财经学院马世俊教授。
At present, our country is in the period of high public emergencies, and various public emergencies such as natural disasters, accidental catastrophes, public health incidents and social security incidents have stimulated the public’s nerves more and more frequently. For a long time to come, our country will face the severe test brought about by public emergencies. Establishing and perfecting the emergency management mechanism to deal with various unexpected public events and enhancing the government’s ability to cope with public crises have become a major issue in building a harmonious socialist society. At the end of last year, our country has completed the compilation work of contingency plans for unexpected public emergencies. On January 8 this year, the State Council promulgated the Overall Emergency Plan for Sudden Public Emergencies and is now stepping up efforts to build a nationwide urban emergency response system. How to establish and perfect the emergency management mechanism for public emergencies? What is the revelation for the construction of this mechanism by the event of no-stop in Harbin? We specially interview Professor Ma Shijun from Guangxi University of Finance and Economics.
