一、引言近年来,我国周边边境地区跨国界犯罪越来越猖獗,特别是我国西南边境地区的走私毒品犯罪屡禁不止,而且有愈演愈烈的态势。1995年,在西南边境缉枪缉毒战役中,公安边防部队共破获贩毒案件4,437起,缴获海洛因3,312公斤,鸦片1,755公斤,抓获犯罪嫌疑人635名。1997年,按照中央[1997]5号文件精神所进行的禁毒专项斗争中,破获毒品违法案件18万多起,其中万克以上的海洛因案件108起。共破获毒品违法犯罪案件18
I. Introduction In recent years, cross-border crimes in the border areas around our country have become increasingly rampant. In particular, the smuggling of drug-related crimes in the southwest border areas of our country has been repeatedly banned and intensified. In 1995, on the southwestern frontier, the Public Security Border Defense Force cracked 4,437 drug trafficking cases, seized 3,312 kilograms of heroin and 1,755 kilograms of opium and seized 635 criminal suspects.
