发耳隧道为贵州省六盘水至盘县高速公路的重点控制性工程,其贯穿于整个发耳矿区煤系地层,为高瓦斯隧道,所处发耳矿区为煤与瓦斯突出矿区。因此,发耳隧道施工与其它隧道不同,施工过程中必须防治煤与瓦斯突出。目前,公路瓦斯隧道未制定相关技术规范,依据煤矿和铁路的行业规程、规范,结合公路施工断面大、作业机器不防爆等特点制定了发耳隧道\\\"四位一体\\\"的综合和局部防突措施,并将在煤矿防突中使用的锚索及注浆加固措施应用到发耳隧道防突措施中来。
