在整个决策活动过程中,决策目标具有决定性的关键作用:目标正确,就使决策的整个运行过程纳入通向成功的轨道;反之,目标一错,决策的整个过程将误入歧途,导致翻车,而没有任何成功的希望了。因此研究决策目标的作用、特点及其制定、实施过程,对于取得决策成功,具有极其重要的意义。 事物的性质是由其自身所蕴涵的内在特殊矛盾决定的。研究决策目标,就是研究其内部矛盾性,决策目标其自身的特殊矛盾,可以概括为四个二重性的对立统一。 一、内向功能与外向功能的统一 决策目标兼有内向与外向双重功能。
