美国、日本和韩国用短短30-40年的时间走过了西欧资本主义国家100多年的发展道路,创造了三次成功经济追赶的历史奇迹,也谱写了世界上最成功的人力资源开发案例。这些国家的发展历史表明:只有把教育和人力资源开发放在优先发展的地位,加大全社会的投入,才能有力地支撑经济发展,才能实现赶超的目标。总结美国、日本、韩国的经验,可以发现有许多值得借鉴的地方,最主要有以下几点:教育超前发展,短时间、大跨度提升教育和人力资源阶梯;先数量后质量,大力发展私立教育;大幅度提高教育经费投入,政府投入和私人投入共同增长;义务教育由政府负责,非义务教育以私人和社会投入为主;从国家战略的高度重视科学技术开发投入,扩大科技人才培养规模。
Over the past 30 to 40 years, the United States, Japan and South Korea have passed the 100-year development path of Western European capitalist countries and created three historic miracles of successful economic catching-up. They have also written the most successful human resources development cases in the world. The history of the development of these countries shows that only by focusing education and human resources development on the priority of development and increasing the input of the whole society can we vigorously support economic development and achieve the goal of catching up and surpassing. Summarizing the experiences of the United States, Japan and South Korea, we can find many places worth learning from. The most important are the following: education advances ahead in a short period of time, and the long-term education and human resources ladder are promoted; the quantity and post-quality are the key to developing private education ; Substantial increase in investment in education, government investment and private investment to grow together; compulsory education by the government, non-compulsory education to private and social investment-based; from the national strategy attaches great importance to science and technology development investment, expand the scale of science and technology personnel training.
