近年来,各省(自治区、直辖市)民政厅(局)紧密结合当地实际,不断加大社会福刊政策创制力度,陆续出台了一系列工作急需、针对性强、含金量高的政策文件、有力发挥了政策引导和宏观指导作用。为了推动地方社会福利政策创制,检验各地出台政策的效果、效益及效率、促进地方社会福利政策决策务实、高效、科学,在民政部社会福利和慈善事业促进司的指导下,由本刊编辑部发起并承办了首届(2012年度)“中国十大创新社会福利政策”遴选工作、经过一年多科学而缜密的文本分析和卖地调研、最终遴选出《上海市人民政府关于推进本市“十二五”期间养老机构建设的若干意见》等10项政策为“中国十大创新社会福利政策”。本刊特将社会福利政策实施效果评估课题组的评析意见加以汇总刊出,以飨读者。
