在我国扩大内需、调整结构、深化改革中,财政发挥着重要作用,特别是近几年积极财政政策的实施,推动了国民经济的高速健康发展。同时财政自身也在不断完善,按照建立公共财政体制框架的要求,财政支出结构不断优化,重点保障了改革、发展和稳定需要的各项支出。在行政经费安排上,中央财政积极筹集资金,多次提高机关事业单位职工工资水平,努力保证机关事业单位职工工资的发放,确保了国家机关的正常运转;并通过转移支付方法对地方给予工资专项补助,加强了地方政府行政经费的保障程度。但也存在一些不容忽视的问题,从全国看,有相当一部分经济基础薄弱的县乡财政比较困难,工资欠发问题较多,经费保障水平较低。
