曲阜市自1992年开展农村社会养老保险工作以来,坚持政府组织引导与群众自愿相结合的原则,以促进农村改革、发展和稳定为目的,以宣传教育、政策引导为动力,通过试点起步,典型示范,科学管理,在全市逐步建立起了农村社会养老保险制度,农村社会养老保险事业进入了稳步健康发展的新阶段。政策引路,试点起步,积极稳妥求发展。实行农村社会养老保险制度,是党中央国务院作出的建立社会保障体系的重大决策,是解决农村社会老龄化问题的主要途径,也是从根本上改变农民传统养老观,解除农民后顾之忧,稳定社会,确保国家长治久安的百年基业。但作为一项崭新的制度,它又是一个新生事物,没有经验可循。1992年上级决定在曲阜试点。由于组织工作周密,宣传
