中国农村城镇化过程中出现的诸多问题是由于政府引导不当、体制障碍和政策滞后引起的。城镇化的健康发展依赖于相应的公共政策支持。在确立以人为本的城镇化战略的基础上,创新户籍和人口管理政策、进一步改革土地流转和征用制度、建立城乡平等的就业政策以及完善的覆盖城乡的社会保障体系,是中国城镇化健康发展的政策前提和制度基础。
Many problems that have emerged in the process of urbanization in rural China are caused by government misdirections, institutional barriers and policy lags. The healthy development of urbanization depends on the corresponding public policy support. On the basis of establishing a people-oriented urbanization strategy, innovating household registration and population management policies, further reforming land transfer and expropriation systems, establishing equal employment policies in urban and rural areas and improving social security systems covering urban and rural areas are the policies for the sound development of urbanization in China Premise and system basis.
