党的十八大以来,重庆在加快实施创新驱动发展战略上着墨良多、平添政策效应,努力走出一条适应、把握、引领经济发展新常态的嬗变之路。总体来看,重庆实施创新驱动发展战略有六大引领式实践:透过新布局新特色引领五大功能区域发展创新;透过新平台新载体引领全方位内陆开放式创新;透过新产业新业态引领供给侧结构性改革创新;透过新产品新品牌引领企业成为创新创造主体;透过新生态新氛围引领人力人才创业创新活力;透过新技术新需求引领科技创新及至全面创新。其带来五个科学性启示:坚持科学决策以促创新理念落实;坚持开放发展以促创新资源富集;坚持深化改革以促创新活力激发;坚持优化环境以促创新人才团聚;坚持全面创新以促创新系统效应。
