黑河專員公署各市縣旗人民政府: 今春我省林區各縣連續發生多次山火,僅黑河、嫩江、德都等地,被燒林地面積,即約近一百萬垧,燒毁林木約五十萬立方公尺,燒毁了廣大森林資源,燒死燒傷人畜,燒毁村落橋樑,影響了春耕豐產運動,給國家人民造成嚴重的損失。爲了接受這一慘痛教訓,今後各級政府必须重视這一工作,要澈底的貫澈第二屆林政會議的精神,切實具體的佈置宣傳教育及嚴格的督促檢查,依靠廣大群衆作好今後護林防火工作,具體指示如下:
