江泽民总书记在党的十五大报告中明确提出,按照社会主义市场经济的需要,根据精减、效能的原则进行机构改革,九届全国人大一次会议通过了国务院机构改革方案,国务院组成部委从40个减少到29个,国务院的直属机构和办事机构也相应地进行调整,现有的3.3万人准备分流一半。这是继82年、88年、93~96年又一次的政府机构改革,然而,分流人员是历次改革的难点,也是改革成败的关键。为确保分流工作在实施中不走样,特别是防止“穿新鞋,走老路”的现象再次发生,进而为建立办事高效、行为规范、运转协调的行政管理体系打下坚实基础,笔者认为应特别注意以下几个问题。 一、干部编制压缩一半的硬指标应坚决完成
