近年来，农村集体产权制度改革试点工作逐步开展，农村集体资产清产核资和产权制度改革工作稳步推进，激活了现代农业和集体经济发展的要素动能，促进了集体、群众双增收，达到了村强民富的改革效果。全面、详实进行清产核资，让集体家底成为群众知晓、群众监督的明白账，推进了集体“三资”规范化管理。
