“十二五”规划将是我国妥善应对国内外发展环境重大变化的五年规划,科学制定并实施好“十二五”规划,对实现全面建设小康社会宏伟目标具有重要意义。本文认为实施就业优先战略是实现“十二五”规划目标的重要保证。这是因为:首先,实施就业优先战略是实现“十二五”规划发展目标的重要前提;其次,实施就业优先战略是承诺实现联合国千年发展目标五年规划的迫切需要;第三,实施就业优先战略是实现国民收入加快增长经济发展目标的有效措施。本文提出五条在“十二五”规划中落实就业优先战略的具体建议:第一,要具体确定在“十二五”规划中落实就业优先战略的内容。第二,继续明确并关注“十二五”期间应关注的重点。一是重点关注农民工、高校毕业生等就业困难群体;二是强化公共就业服务和职业培训将是今后就业工作的重点之一。三是建立和完善应对重大灾害的就业促进机制已刻不容缓。第三,在“十二五”规划中的财政政策要将就业放在首位。第四,灵活有效的使用促就业保增长的微观经济政策工具。第五,以“就业优先”理念为指导加快修订有关现行法律法规。建议争取在“十二五”期间,将我国现行的《失业保险条例》以及相关制度法规进行重新修订。
The “12th Five-Year Plan” will be China’s five-year plan to properly handle the major changes in the development environment at home and abroad. It is of great significance to formulate and implement the “Twelfth Five-Year Plan” scientifically in order to realize the grand goal of building an overall well-to-do society. This paper argues that the employment priority strategy is an important guarantee for the realization of the 12th Five-Year Plan. This is because: First of all, implementing employment priority strategy is an important prerequisite for achieving the “Twelfth Five-Year Plan” development goals; secondly, the implementation of employment priority strategy is an urgent need to commit to achieving the five-year plan of the UN Millennium Development Goals; Third, Employment priority strategy is an effective measure to achieve the goal of national income to accelerate economic growth. This article proposes five specific suggestions on implementing the employment priority strategy in the “12th Five-Year Plan”: First, it is necessary to specify the content of implementing the employment priority strategy in the “12th Five-Year Plan”. Second, continue to clarify and pay attention to the key points that should be paid attention to in the 12th Five-Year Plan period. First, focus on migrant workers, college graduates and other employment difficulties groups; Second, to strengthen public employment services and vocational training will be one of the focus of employment in the future. Thirdly, it is imperative to establish and improve the employment promotion mechanism to deal with major disasters. Third, fiscal policy in the “Twelfth Five-Year Plan” puts employment in the first place. Fourth, flexible and effective use of microeconomic policy instruments to promote employment growth. Fifth, to speed up the revision of relevant laws and regulations with the guidance of “employment priority” concept. Proposed to fight in the “Twelve Five” period, China’s current “Unemployment Insurance Ordinance” and the relevant rules and regulations to be re-amended.
