经北京市政府批准,1996年11月21日市教委、市民政局、市残联联合召开了第二次特教工作会。会议总结了北京市“八五”期间的特教经验。部署了“九五”特教工作的目标、任务和措施,表彰了35名为特救发展作出贡献的先进个人。西城区人民政府和祟文区教育局作了经验介绍。 “八五”期间,北京市全面落实了特教发展规划,残疾儿童入学率达到95.8％。比1990年入学率的64.12％提高了31.06％,与国家要求的京、津、沪三市在“八五”期间视力、听力、语言、智力三类残疾儿
Approved by the Beijing municipal government, November 21, 1996 City Board of Education, Municipal Civil Affairs Bureau, City Federation of disabled jointly held the second special education working conference. The meeting summed up the special education experience during the “Eighth Five-Year Plan” in Beijing. The targets, tasks and measures for the special education work in the Ninth Five-Year Plan were deployed and 35 advanced individuals who made contributions to the development of special services were honored. Xicheng District People’s Government and Chongwen District Board of Education made an experience introduction. During the “Eighth Five-Year Plan” period, Beijing fully implemented the special education development plan and the enrollment rate of disabled children reached 95.8%. Which is 31.06% higher than 64.12% of the enrollment rate in 1990. It is also in line with the requirements of the three deaf children in Beijing, Tianjin and Shanghai which are required by the government in sight, hearing, language and intelligence during the “Eighth Five-Year Plan”
