自治区十一届人大四次会议表决通过了《自治区国民经济和社会发展第十二个五年规划纲要》。“十二五”规划纲要指出,“十二五”时期是我区科学发展、和谐发展、跨越发展,加快“富民强桂”的关键时期,是深化改革开放、加快转变经济发展方式的攻坚时期。“十二五”规划纲要明确了“十二五”时期我区经济社会发展的主要目标,那就是要实现经济平稳较快发展、结构调整取得重大进展、科技教育发展明显加快、生态文明建设成效显著、人民生活全面改善、社会建设明显加强、改革开放不断深化;提出了“十二五”时期要实现地区生产总值年均增长10%的奋斗目标。
