长期以来,工程建设领域始终是贪污、贿赂、渎职等违法犯罪多发、易发领域。市场竞争激烈、“潜规则”盛行,建设法规体系不完善、权力配置不科学、监管落实不到位、制度流于形式、犯罪查处不力、违法成本过低是工程建设领域职务犯罪高发的原因。治理工程建设领域职务犯罪必须坚持标本兼治、综合治理原则。以体制、机制改革为治本方向,强化工程建设领域的监督制约;检察机关应当立足于本职,担负起工程建设领域职务犯罪的惩防重任。
For a long time, the field of engineering construction has always been a crime-prone areas such as corruption, bribery and dereliction of duty. The market competition is fierce, the unspoken rules and regulations are not perfect, the power allocation is not scientific, the supervision is not in place, the system is mere formality, the criminal investigation is ineffective and the illegal cost is too low, which is the reason of the high incidence of job-related crimes in the field of engineering construction .
