In the Third Plenary Session of the 16th Central Committee of theParty, it is proposed that the reform of economic and politicalsystem is the main task. The reform of economic system aims atintegrating socialist system with market economy. Mr. Wang Jue,chairman of Market Economy Research Association in China, pointedout that only if private economy was developed and the foundation ofmarket economy was established, it would be possible to achieve thegoal of integrating socialist system with market economy. Since privateeconomy was universally accepted in the 1980s, it has made greatcontributions to the society. Under the circumstances of market economy,city construction and urbanization will be most likely driven by themarket. Therefore, private economy will inevitably become basicforce of urbanization.
