这样一则报道引起了本刊的注意。2011年5月17日,菲律宾军方发言人表示该国将考虑购买潜艇,这位发言人说:“在未来可能发生的潜在冲突中,潜艇将是非常好的威慑力量”。放眼整个南海,对潜艇高度重视不只菲律宾一家,马来西亚已经拥有了上等的法国潜艇,越南也在展开雄心勃勃的“基洛”购买计划。这些潜艇并不能从根本上改变该地区总的力量对比,但考虑到南海存在复杂的岛屿纠纷,并且有对中国极其重要的能源和贸易运输线经过,这些变化有理由引起中国足够的重视,何况南海有可能成为未来中国航母重要的活动区域。事实上,除了这些尚未变成现实的常规潜艇,已经存在的核潜艇是未来中国航母更大的威胁。
