2003年以来,共青团中央、教育部、财政部、人力资源社会保障部共同组织实施大学生志愿服务西部计划,通过公开招募、自愿报名、组织选拔、集中培训派遣、统一管理的方式,全国项目和地方项目共选派了16万多名大学毕业生赴西部基层乡镇一级从事为期1一3年的志愿服务。2014年西部计划实施基础教育、农业科技、医疗卫生、基层青年工作、基层社会管理、服务新疆、服务西藏等7个专项。国家给予必要的政策支持。
