在城镇化进程加速的中国乡村社会中,秩序从被打破到重建的过程,就是国家权力与村社权力摩擦与融合的过程。庙会宴客习惯是具有社群连带性、声誉(信息)与惩罚的强制执行机制,是村社内部无须法律的秩序。但这项习惯带来铺张浪费、打架斗殴与交通事故等治安问题,却属于政府的治理范围。于是,当村民因习惯压力无法克服外部性;村社组织规则自治存在限度;外部法律供给不足时,政府通过选择性的介入、策略性的干预与嵌入式的治理,实现行政禁令的转化、内化,与习惯整合,形成村社自治与政府治理的合作,乡村秩序得以再生。
