我们水南关村,573户,2600口人,500余亩耕地。过去是“盐碱地,荒沙岗,住草房,破衣裳,四季都吃统销粮”。改革开放以后,我们紧紧围绕经济建设这个中心,在“一五”、“二五”普法教育的基础上,全面开展依法治村、民主管理工作,取得显著的效果:村级管理步人法制化的轨道,村风民风大为好转。农村经济得到迅速发展,成为全国闻名的小康村。实现依法治村要做许多工作。我们体会有两件事非常重要。一件事是建章立制,这是搞好依法治村工作的重要保证。经过“一五”普法和“二五”普法教育,全体村民的法律意识和法制观念明显增强。村党总支、村委会也从中认识到.要搞好依法治村,必须把国家法律、法规和党的各项方针、政策和本村实际情况结合起来,制定出一整套切实可行
