Huichang County, Jiangxi Province, has implemented a system of dialogues between cadres and groups in 243 administrative villages throughout the county. The dialogue will be presided over by the township leaders, party committee members, village officials, village “two committees ” cadres and party members and villagers representatives to attend, held once every two months. The villagers have any questions or suggestions on major village policy making and new rural construction and the contradictions and disputes among cadres and villagers as well as between the villagers can be clearly stated at the meeting.
