依据空管系统许可认证原理和中国民航空管项目管理周期,构建了中国民航空管系统基于安全的寿命周期管理模型。归纳了美国、欧洲许可规范体系,揭示了美国、欧洲许可规范核心框架结构。以此为基础,提出了以精密进近着陆引导系统(GLS)终端区运行安全性评估为基础的中国民航GLS许可认证体系及其框架。给出了该体系的系统设计审查、设备性能测试、现场运行测试3个阶段的许可认证流程。从运行安全性角度分析了许可性审定体系流程中3个认证阶段的层次关系与内容,规范GLS的安全运行质量。所建立的GLS许可性审定体系从其系统设计方案、生产及运行层面进行全面、系统的许可性认证,确保该系统达到终端安全运行性能,完成中国民航GLS运行性能测试的认证许可。
According to the principle of air traffic control system license certification and the management cycle of China’s civil aviation ATC project, a life-cycle management model based on safety of China Civil Aviation ATC system was constructed. Summarized the United States, European licensing norms, revealed the United States, European licensing framework of the core framework. Based on this, China Civil Aviation GLS license authentication system and its framework are put forward based on the operation safety assessment of the terminal area of Precision Approach Landing Guidance System (GLS). The system certification of the system, equipment performance test and field operation test are given. From the perspective of operational safety, the author analyzes the hierarchical relationship and content of three certification stages in the process of permissive approval system, and regulates the safe operation of GLS. The established GLS approval system carries out comprehensive and systematic licensing verification from the system design, production and operation levels to ensure that the system achieves the terminal safe operation performance and completes the certification of China Civil Aviation GLS operational performance certification.
