本文系统介绍了德国人力资源和社会保障事务主要管理机构的设置情况,主要包括劳工和社会事务部、卫生部、德国联邦劳动就业服务局以及相关的法人组织、团体和基金会。从机构设置看,德国人力资源和社会保障管理体制呈现出以下特点:管理体制上突出民生和大部制;在劳动就业和社会保障事务管理中,充分发挥中介组织的作用;社会保障的管理体制实行国家立法和社会自治管理相结合;社会保障法律健全,制度完善、内容丰富;强调社会保障各方的权责一致,义务和权利对等;社会保障以高税收为基础。在人力资源和社会保障制度的改革趋势方面,就业和社会保障的民生职能日趋重要;在就业管理中强调服务职能;在职业培训和职业介绍服务中引入竞争性机制;严格控制社会保险支出的快速增长;增加个人和企业在社会保险制度中的责任。
This paper systematically introduces the setting of key regulatory agencies for human resources and social security in Germany, including the Ministry of Labor and Social Affairs, the Ministry of Health, the German Federal Employment and Employment Service, and the relevant corporations, bodies and foundations.
