河南省郏县卫生局3年来整顿村级卫生组织取得显著成效,目前,全县已有628个村设立了卫生所(室),占全县自然村总数的92％,医务人员已达764人。在整顿中,他们坚持多种形式办医,提倡以集体办为主,对经济条件好的村,鼓励和支持乡医联办,少数村办医有困难的,乡卫生院设立医疗点或批谁个体临时开业,对边远山区或分散的村采用联合办医的形式。县卫生局着重社会效益,对从医人员加强管理。目前,全县各卫生所,均做到了统一管理,分点经营。在业务上实行三证(乡医证、开业证、药品使用证)、三统一(统一处方,统一门诊登记、统一报销单据)。
The Health Bureau of Ji County in Henan Province has achieved remarkable results in rectifying village-level health organizations in the past three years. At present, there are 628 villages in the county that have set up health clinics (rooms), which account for 92% of the total number of natural villages in the county and 764 medical workers. During the rectification, they insisted on various forms of medical treatment, advocated collective management as the mainstay, and encouraged and supported township medical associations for villages with good economic conditions. If a few villages have medical difficulties, the township hospitals set up medical centers or batches. Individuals who have temporarily started business use the form of joint medical treatment for remote mountainous areas or scattered villages. County Health Bureau focuses on social benefits and strengthens management of medical personnel. At present, all health centers in the county have unified management and operate at different points. Three certificates (township medical certificates, business licenses, and drug use certificates) and three unified (unitary prescriptions, unified outpatient registration, and unified reimbursement documents) are implemented in the business.
