洪泛平原土地利用规划是非工程防洪措施的重要组成部分,重视并加强洪泛平原的土地利用规划,具有显著的防洪减灾效益,能控制或降低承灾体对洪灾的敏感程度,能大幅度削减灾害损失。本文探讨了洪泛平原土地利用规划的必要性,GIS在洪泛平原土地利用规划中的作用和规划步骤以及GIS在洪泛平原土地利用规划数据处理中的应用。最后,本文以宁波奉化市城区洪泛平原土地利用规划的实例阐述了GIS技术在规划中应用的可能性和必要性。
Floodplain land use planning is an important part of non-engineering flood prevention measures.
