全球化和信息化的发展促进了知识经济的快速成型,知识成为了生产中的必要资本和生产要素。传统的工农业经济都是以物质基础为根本的经济模式,显而易见的,以知识为基础的经济模式就是知识经济。在知识经济逐渐成为社会主流的背景之下,大众的所关注的焦点慢慢集中在政府对知识型人才的管理上。知识型人才是一种新型人才,他们不仅有高度的知识性,灵活、创造能力强且有高度的社会责任感。
