政协委员、清华大学美术学院教授袁运甫在全国政协九届三次会议上提出建议,国家应通过立法的手段,促进私营企业对文化艺术和人文科学研究项目的捐助。 袁委员认为,国家应制定法律,使捐助非盈利的文化艺术单位和人文科学研究项目的私营企业享受相应的减免税赋。从总体上说,这样的制度可以使政府用较少的资助换取较大的公共效应。比如美国每年由私营企业捐助文化艺术、人文科学研究项
