随着市场经济体制的逐步建立,在国有企业转换经营机制的过程中,要求尽快建立并完善企业的自我约束和激励机制,管好、用好、修好企业的设备固定资产,充分发挥其效能,确保国有资产的保值增值,是当前国有企业管理的重要任务之一。 但是,由于过去许多企业设备管理模式和维修方式不能适应市场经济条件下的企业管理要求,企业设备的投资和营运的经济效益很难得到科学、合理的体现。针对这一情况,企业设备管理改革的基本思路,应从以下方面着眼。 在建立现代企业制度、按照市场经济需要转换经营机制的基础上,对于有条件的企业可以试行设备固定资产投资效益管理,使企业的二级单位(或生产型单位)成为设备固定资产实物状态管理的责任者,以模拟市场交换机制推进企业内部设备维修合同制,逐步把维修机构改组成为独立的、并实行社会化有偿服务的全资子公司。
With the gradual establishment of the market economic system, in the process of transforming the operating mechanism of state-owned enterprises, it is required to establish and improve the self-discipline and incentive mechanism of the enterprise as soon as possible, to manage, use, and renovate the fixed assets of the company’s equipment, and to give full play to its effectiveness. Ensuring the preservation and appreciation of state-owned assets is one of the important tasks of the management of state-owned enterprises. However, because many enterprise equipment management modes and maintenance methods can not meet the requirements of enterprise management under market economy conditions, the economic benefits of the investment and operation of enterprise equipment can hardly be reflected scientifically and reasonably. In view of this situation, the basic idea of enterprise equipment management reform should be focused on the following aspects. Based on the establishment of a modern enterprise system and the conversion of operating mechanisms in accordance with the needs of the market economy, enterprises with qualified conditions can try out the management of equipment investment in fixed assets so that the secondary units (or production units) of the enterprise can become the physical state of equipment fixed assets. Responsible persons, in order to simulate the market exchange mechanism to promote the internal equipment maintenance contract system, gradually transform the maintenance organization into an independent wholly-owned subsidiary that implements socialized paid services.
