欧盟将再制造化战略的投资重点设定为新兴技术产业领域,将旨在清洁生产的先进制造技术、关键使能技术、生态型产品、可持续的建筑材料、清洁运输工具、智能电网等设定为6大优先领域全球金融危机爆发后,部分发达国家(美国、日本、法国等)为应对产业内分工、新兴经济所占比重不断提高而造成国内“产业空洞化”的压力,纷纷制订并出台了“再制造化”战略。发达国家再制造化战略的目标,是进一步提升在制造业优势环节的竞争力,创造更具附加值的新兴产业,主要策略包括加强人员培训和基础设施建设、改善融资环境、鼓励研发、支持出口、招商引资等。
