在政法战线上摸爬滚打了27年,余捷开口就扯到了办案。在重庆市检察院分管反贪工作的6年时间里,余捷指挥协调查办涉嫌职务犯罪近五千件,其中处级以上干部590人,厅局级干部22人。其中,他亲自参与侦查了震惊全国的“綦江虹桥垮塌”案等有重大影响的案件。在余捷看来,办案质量决定着检察院的生命力。在他上任重庆市检察院第一分院检察长后,抓的第一项工作就是办案质量。“没有错案标准就等于没有错案。”他要求各办案部门都制订自己的错案标准,并细化出严重质量问题和一般质量问题的标准。制订标准的过程是痛苦的,这无异于给自己套上了紧箍咒。余捷亲自督办这项工作,他一个处室一个处室地听汇报,跟研究室一起审核,再交由法律委员会讨论。半年后,这份制度终于汇编成册。干警们普遍反映,有了标准,办起案子来心里踏实多了。通过20余年的办案经验,余捷认识到,如果办案程序不公正,将会直接影响案件质量。在他的领导下,全院干警普遍重视办案程序的公正性,并取得了很好的成效。重庆市检察院第一分院2003年共立案查办职务犯罪案件369件、403人,通过办案为国家挽回经济损失7216万元。谈到参加十届人大二次会议,余捷说深感责任重大,全国人大代表们对检
