指示各专、市、縣、工矿區、镇(運城)人民政府關於婚姻登記,我省老區早經建立,并已形成制度。新區開始建立,尚不够完善。幹部認為登记是取得結婚離婚合法,不認識登記是具体貫澈執行婚姻法的重要环節,因而產生為登記而登記的任務觀点,缺乏依據婚姻法精神,掌握登記過程發现问題,教育男女羣眾,樹立起新的婚姻觀興道德觀,繼續發生父母包辦、隱瞞年齡、早婚、買賣婚姻或變相買賣,甚至由於結婚時不自主,在離婚時發生女方自殺或女方被男方殘害等事件。阻礙了男女羣眾覺悟,違背了婚姻政策,值得引起各級人民政府主管部門高度警惕。为深入貫澈婚姻自主政策,建立與健全登记
