一、立项背景改善城镇人居生态环境是我国城市基础设施建设重要内容。经过快速城市化和机动化时期道路交通基础设施建设之后,城市道路改扩建、维修养护等施工活动日益频繁,同时,城市道路施工活动导致的交通安全事故、居民交通出行不便、城市生态环境污染等社会经济问题也日益突出。城市道路文明施工交通管理已成为公众、学研界、工程界共同关注和极力解决的问题,得到我国城市道路基础设施建设及管理相关部门的积极倡导和大力支持。课题研究以国家相关技术规范为依据,以“安全效率”为主线,以“以人为本、和谐通畅”为原则,紧扣道路施工凸显的 First, the project background to improve urban living environment is an important part of urban infrastructure construction in China.
