近两年来国内少数石化及炼油企业通过参与美国Solomon管理咨询公司 (SAI)的业绩分析评估活动 ,直接了解到国际上烯烃生产及炼油行业的运行水平及各自企业在所属行业中所居的位次、与先进的标杆水平的差距 ,从而不仅为本企业提高运行业绩指明了方向和途径 ,也为国内石油化工行业管理与国际全面接轨确立了良好的开端。在此“入世”和融入世界经济体系之际 ,在引进国外先进科技知识的同时 ,引进先进的管理思想、理念和方法 ,更有其特殊的重要意义。由此介绍国外咨询业对涉及石化行业某些专业管理方面的观点、理念和论述 ,便是本刊进入新千年后实行“关注新热点、探讨新问题”报道方针的一项重要举措。本文作者现任美国SAI公司副总裁 ,是一位从事全球炼油、烯烃工厂业绩评估 ,先进控制与优化 ,决策信息系统 ,节能以及知识管理等方面咨询服务多年的资源专家。早在 70年代中期 ,就担任过福特政府的总统能源顾问 ,也曾在Exxon公司任过职。此文是他在美国 2 0 0 0年工业用能技术研讨会上发表的论文 ,文中虽无深奥之处 ,也没有提出更新的观点 ,却包含了相当实用、操作性强的内容 ,特别节能管理的理念方面 ,对国内企业不无启迪。经征得作者同意 ,特以原文形式刊载。读者如感兴趣并愿与作者交流 ,可通过本刊编辑部
