为全面落实《国务院关于改进加强中央财政科研项目和资金管理的若干意见》(国发﹝2014﹞11号),进一步加强上海市科研计划专项经费(以下简称“科研经费”)的管理,建立和完善科研经费管理与监督制度体系,提高财政资金使用效益,上海市科委近日制定并公布了《上海市科研计划专项经费巡查管理暂行办法》,《办法》对巡查工作的政策依据、主要任务、工作规程和违规行为处理等内容作出了详细规定。
