“国有股减持”叫停之后,国企改革近期可望出现新突破。据悉,外资并购国企的相关规定即将出台,这对于贯彻国有资本“有进有退”战略、解决国有企业“所有者缺位”难题无疑具有重要意义。然而,有关部门竞相“立法圈地”,“政出多门”又给市场投下了阴影:国家经贸委正计划推出《关于外资并购国有大中型企业的暂行管理办法》,而外经贸部联合财政部等部门制定的《外国投资者向境内企业参股或购买资产管理办法》也在等待发布。
