20世纪60年代末70年代初,冷战中一次非同寻常的国际会议“欧洲安全与合作会议”在东西方两大阵营的关系不断缓和的情况下得以被提出、酝酿以至成功召开。自1972年11月22日会议在赫尔辛基召开筹备会议开始到1975年8月1日最终签署决议案,在长达3年的会议中,两大阵营围绕双方关心的一些核心问题展开了激烈的交锋,最终在相互妥协的基础上达成一个最终决议案。虽然这份决议案不具国际法效力,但为日后国际关系的进展奠定了基础。本文通过回顾欧安会议召开的前前后后,来回顾一下这次欧洲安全与合作会议。
In the late 1960s and early 1970s, an extraordinary international conference in the Cold War “Conference on Security and Cooperation in Europe” was put forward, deliberated and successfully held until the relations between the two camps, East and West, were constantly eased.
