改变我国战略性新兴产业在全球价值链中充当低端“加工制造业”的现状,是现阶段提升我国产业国际竞争力的核心所在。本文试以“创新价值链”为分析框架,探求助推战略性新兴产业高端攀升的实现路径及对策。以生物医药产业为案例,研究表明模仿创新与自主创新两种战略路径是可以相融共生的,但产业的高端攀升需依靠模仿创新向自主创新的路径转换。加大市场开发、协调政府与市场职能、促进成果转化和完善创新配套政策体系是提升战略性新兴产业自主创新能力的关键。
To change the status quo that China’s strategic emerging industries act as a low-end “manufacturing and processing industry” in the global value chain is the core of enhancing the international competitiveness of China’s industries at this stage. This paper tries to “innovation value chain ” as the analysis framework to explore ways and measures to promote high-end strategic emerging industries. Taking the biomedical industry as a case study, the research shows that the two strategic paths of imitation innovation and independent innovation can coexist symbioticly, but the industry’s high-end climb needs to rely on the imitation innovation to the path of independent innovation. Increasing the market development, coordinating the functions of the government and the market, promoting the transformation of achievements and perfecting the innovative supporting policy system are the keys to enhancing the capability of independent innovation of strategic emerging industries.
