近年来,“爆发性地增长”的国有经济在金融危机背景下利润的逆势剧增,引起了社会的普遍质疑。一场激化了各方利益的有关“国进民退”的论战随之打响。在归纳和综合“国进民退”争论各方观点的基础上,对“国进民退”问题的本质和前景作出了初步的分析和判断。其中国有企业指国有及国有控股企业,包括全民所有制企业、国有独资公司、国有控股公司。
In recent years, the contrarian profits of the “explosive growth” state-owned economy have risen sharply in the context of the financial crisis, causing widespread public suspicion. A controversy over the “national rejuvenation” put an end to the interests of all parties intensified. On the basis of summarizing and synthesizing the opinions of all parties involved in the debate on the issue of “returning all from the country to the people,” we have made a preliminary analysis and judgment on the nature and prospects of the issue of “going back to the people and withdrawing from the country”. Among them, state-owned enterprises refer to state-owned and state-controlled enterprises, including those owned by the whole people, wholly state-owned companies and state-owned holding companies.
