雅典当地时间2003年2月25日,联合国秘书长安南在出席由希腊奥委会举行的《雅典奥运停战令》签署仪式时,再次对“奥运停战”这一神圣传统表示了无条件的支持。所谓的“奥运停战”是古代奥林匹克运动的一个传统,即在为期16天的奥运会期间,所有交战各方都应放下武器,以实现和平竞赛的目的,否则就会遭受制裁。公元前420年,斯巴达人就曾因拒绝停止与埃利亚人的战争而被禁止参加奥运会。安南在讲话中说:和平一直是全人类共同的期盼,各处于战争状态的国家至少应该在2004年雅典奥运期间放下武器,恢复和平,但他也特别强调指出,仅在口头上对古希腊的这项传统表示尊重是远远不够的。颇具讽刺意味的是,在安南发表关于奥运停战的讲话后不到一个月,即3月20日,美英联军就对伊拉克发动了酝酿已久的武力攻击,第二次海湾战争全面爆发,人类的和平事业再次遭遇到生死抉择的严峻考验,战争也为刚刚签署的《雅典奥运停战令》蒙上了一层浓重的阴影。
