公益广告主其外延要比商业广告主外延大。理由很简单,因为公益广告涉及的是公益事业,关心和支持公益事业并非部分人的权利或义务,任何组织和个人都可以提供资金来设计、制作、发布。公益广告主并不局限于市场经营主体,如果是组织,只要求其依法成立,而不分是否为法人或是否为营业性经济组织;如果是自然人,只要求具有民事行为能力。因此,政府机关、社会团体及热爱公益事业的个人都可以依照规范设计、制作、发布公益广告。
