一年前,在非公有制企业建立民兵组织工作还处于探索阶段,如今已在山东省全面铺开。截至8月上旬,全省已有5000余家党组织健全的非公有制企业依法建立了民兵组织,其中30%的为高科技企业。 经费难筹措曾是困扰民兵、预备役工作开展的瓶颈,如今不少市(区、县)已经实现了由企业负担向政府保障的转变,较好地疏通了经费来源渠道,保证了军事训练的正常开展。 “八一”前夕,记者穿行在齐鲁大地,围绕城市民兵工作改革进行调查采访,所到之处,无不强烈地感受到一点:山东省城市民兵工作迈出了可喜的一步,并正在向纵深挺进。
