兴建大中型水利工程最关键的问题之一是解决移民问题。为支援古田溪水电站建设,古田县成为福建省重点库区县。由于受当时“左”倾思想的影响,古田溪水库移民遗留了很多问题。在复杂的历史背景下,移民遗留问题的解决经历了漫长曲折的过程。本文通过论述古田溪水库移民、遗留问题及在不同历史时期的解决历程,总结历史的经验教训,为国家水利移民工作提供启示。
One of the most crucial issues in the construction of large and medium-sized water conservancy projects is to solve the problem of immigration. In order to support the construction of Gutianxi Hydropower Station, Gutian County has become the key reservoir area in Fujian Province. Due to the influence of “Leftist” thinking of the time, there were many problems left by the immigrants from Gutianxi Reservoir. Under complicated historical background, the settlement of the problems left behind by immigrants has undergone a long and tortuous process. This article summarizes the experience and lessons of history by discussing the resettlement and remaining problems of Gutianxi Reservoir and their solutions in different historical periods, and providing enlightenment for the work of national water immigrants.
